What is the Combined Federal Campaign?
The Combined Federal Campaign is the only authorized solicitation of employees in the federal workplace on behalf of charitable organizations. It is administered on Long Island by United Way of Long Island. CFC continues to be the largest and most successful workplace fundraising model in the world. Seeing a need to bring the diversity of fundraising efforts under one umbrella, federal employees created the CFC-one campaign, once a year. In 2004, federal employees across the country raised a record-breaking $256.9 million for charitable causes.

Structure of the CFC
The CFC is made up of local campaigns that raise funds in federal workplaces across the country. Local charities that serve the local area or adjacent counties apply directly to the Local Federal Coordinating Committee, which serves as a board of directors of the local CFC. The LFCC is composed of federal employees and representatives of labor unions with federal employees as members. Decisions regarding the inclusion of charities in the local campaigns are made by the LFCC. LFCCs are also responsible for the oversight of the local CFC in conformance with the CFC regulations and policies established by the Office of Personnel Management. Local charities admitted to a CFC by the LFCC have met OPM requirements for local eligibility.

Every year, the LFCC selects one of the voluntary organizations involved in the CFC to serve as the Principal Combined Fund Organization, whose job it is to manage the campaign and serve as fiscal agent. OPM sets strict requirements for this role. Annual audits are required of the PCFO by an independent CPA.

OPM is responsible for regulating the CFC and providing guidance and oversight nationwide. It reviews and provides guidance and technical advice on regulations, and has the authority to conduct compliance audits on any CFC local campaign fiscal records.

Ways to Give to the CFC
By designating where your CFC contribution will go, you ensure that your donation goes to meet the needs that you believe are most important. You may designate to the organizations of your choice. You may also designate your contribution to a specific organization or organizations not affiliated with a federation (unaffiliated organizations).

All funds contributed to the CFC that are not designated to a specific organization or federation will be distributed to all organizations listed in the CFC brochure in the same proportion as they received designations. Organizations that do not receive designated dollars cannot receive any undesignated donations.

The Combined Federal Campaign of Long Island recently celebrated its annual fund-raising campaign's success at the Watermill Restaurant in Smithtown. CFC raised more than $944,000 for local, national and international charities. The campaign is chaired by Thomas F. Rosati, district manger/executive-in-charge, United States Postal Service, and co-chaired by Robert Schuster, director, Northport Veterans Affairs Medical Center.

"It's an honor to acknowledge the accomplishments of Long Island's federal workers," said Rosati, "Through their leadership and dedication, we can continue to celebrate this great success year after year. Federal employees know that what matters is how hard you try and the good that it does."
